The Governing Body formulated the policies of ESSI.The number of the members of the Governing Body under the West Pakistan Employee's Social Security Ordinance 1965 was eleven but keeping in view the smaller number of secured workers in the NWFP, the number of members was brought down to eight. Thus three (3) persons represent Government, Two persons represent employees and two persons represent employers. Section 5(1) (a) of the Ordinance was amended in October, 1974 so as to include the Minister to the Government of NWFP Labour Department, the person eligible for appointment as Chairman of the Governing Body. The Commissioner of the Institution acts as Secretary to the Governing Body while Director General Health Department NWFP is Medical Advisor, of the Institution and the Ex-officio member of the Governing Body.

The Governing Body of the Institution consists of the following members and Chairman: -

IV.	Secretary to Govt: of NWFP Health Department	Member
V.	Medical Advisor, NWFP, ESSI (Director General Health Department	Ex-Officio Member
