History:
The Home and Tribal Affairs Department was not an independent
Department and was working direct under the Chief Secretary.
After One Unit, the Home Department used to be based in
the main Secretariat West Pakistan at Lahore, whereas
the Tribal Wing remained at Peshawar headed by senior
officer. The present Home Department came into being in
1970 with the dissolution of One Unit and constitution
of the Province.
Mission:
The mission of the Home and T.As Department is thus
maintaining law and order in the province. This is gigantic
and highly intricate exercise exposed to numerous political,
economic, financial, environmental, administrative,
technical and international fluctuations. These have
direct and indirect implications on the mission of this
department. Despite sudden changes and variations in
orientation the ethos of this Mission remains unchanged.
In view of the current situation (i.e. high rate of
corruption and deviation from the standardized norms
or law has perpetuated crime manifold) the importance
of this Mission needs no over emphasis.
Conflict, crime, terrorism and turbulence are inherent
features of any society. Total eradication of these
is a dream. However, reduction is always possible. Here
the strategy, structure, staff, system, style, skills,
shared values, resources, perception, confidence, commitment
and self discipline become more significant in the accomplishment
of this most challenging mission.
Goal:
The overall goal of the Home and T.As Department in
the province is to create peace and tranquility so that
related provincial departments and agencies can achieve
the pre-determined objectives efficiently and effectively
and thus move towards a civilized and welfare society.
Government and society can perform much better under
improved law and order situation. Law and order creates
room for government to operate freely. Policy formulation
and legislation can be promoted. Implementation of public
policies is facilitated and the ground for Good Governance
is prepared and re-prepared time and again adopting
various strategies, styles and tactics, under changing
circumstances.
