Functions
The main function of HERA is to streamline, supervise and regulate the functioning of Institutes/colleges established or to be established in the private sector imparting higher education.

Registration of all private sector colleges/institutes with HERA PRIOR to affiliation with public sector universities is MANDATORY under the HERA'S ORDINANCE.

HERA through its scrutiny committee ensures:

  1. That the site selected for the institute/college is suitable from academic point of view and viable having all the infrastructural requirements.
  2. That the Institute/College to be registered is financially stable and has the ability to sustain a regular functioning on a long term basis.
  3. That the financial resources of the institutions/colleges are sufficient to enable it to make due provision for its continued maintenance and efficient working.
  4. That the institute/college has the ability and capacity to run the intended academic programs.
  5. That an appropriate regulatory framework and mechanism is provided for regulating academic and administrative matters of the institute/college.
  6. That the strength and qualification of the academic and administrative staff and the terms and conditions of their service are adequate.
  7. That at least 10% of students are granted fee exemption & scholarship on need/merit basis.
  8. The Private Sector Institutes/Colleges affiliated with Public Sector Universities are governed by the statutes, rules and regulations framed by the universities from time to time regarding:
    1. The General scheme of studies,
    2. The duration of the courses,
    3. The medium of instruction and examination,
    4. The conditions of admission to the courses,
    5. Detailed syllabi for the examinations held by the University
    6. The conditions under which students shall be admitted to the
      examination of the University,
    7. The discipline of the students and the supervision and control of their residence in hostel and extra curricular activities,
    8. Health and general welfare of the student,
    9. Students and teachers ratio and workload of the teacher and other matter considered necessary by the Vice Chancellor from time to time.
  9. The universities ensure that no private educational institutions within their jurisdiction seeking affiliation shall conduct admission to any course of study and function in anticipation of the affiliation.
  10. The affiliated institutions shall follow the schedule of the concerned university while making admission in accordance with the affiliation rules.
  11. The affiliation institutions shall strictly follow the academic programs of the concerned universities and under no circumstances deviate from the same.
  12. The private sector institutes/colleges shall strictly follow the examination schedule of the universities to whom they are affiliated.
