Introduction

The Inter Provincial Coordination Department has been established vide Establishment & Administration Department, Notification No.SO (0&M)(E&AD)6-7/2007 dated 26.07.2007. Due to shortage of accommodation it has been established in a rented building. According to the Government of NWFP, Rules of Business the department is supposed to perform the following functions:-

Functions

•  Matters between Federal Government and Provincial Government.

•  Matters relating to Inter- Provincial Coordination.

•  Matters relating to Inter- Provincial Conferences.

•  Matter relating to Council of Common Interest.

•  Matter related to National Secretary Council.

•  Provincial Monitoring Cell & Provincial Complaints Cell.

•  National Internship Programme.

•  President's directives.

•  Prime Minister's directives.

2. Composition of the Inter Provincial Coordination committee (IPCC) is as under

•  Minister for IPC

•  Provincial Minister for IPC

•  Chief Secretaries of Provinces

•  Federal Ministers relating to concerned issues (by special invitation)

Financial Matters

1. The inter Provincial Coordination Committee (IPCC) at at Islamabad had been examining all the inter Provincial matters and resolving various issues occurring among the provinces and the Federal Government and the Federal Government in financial matters and other such as:-

•  Distribution of Water

•  Free movement of grain.

•  Control of smuggling.

•  Improvement and up gradation of Highways.

•  Provincial Trade.

•  WAPDA dues.

•  Transfer of fishing rights from WAPDA to Provinces.

•  National Recontruction Bureau (NRB) matters.

•  National Security Council

•  Implementation and Progress report o Prime Minister's & President's directives.

•  National Internship Programme and other matter between province and Federal Government.

Creation of ICP

2. Prior to creation of Inter Provincial Coordination Department above mentioned matters wre being dealt with by the Establishment Department, but owing to overburden of work, the latter was unable to properly handle the aforementioned issues with Federal Government. Therefore it was felt that a full-fledged Department at the province may be established to e f f ec t ive l y p ursue t he Prov i nc e case with Federa l Gove r n m en t . H e nc e , in t h e pursuan t of C a bin e t Division , Islamabad corre spo ndence a S u m m ary was a ccordingly moved to Chief Minister N WFP , which w a s approved and the Inter Provincial Coordination Department in the province came into being on 01.08.2007.

3.  After approval of the competent authority. The following subjects previously dealt with by Establishment & administration Department have been transferred to IPC Department, which have now been included in the 6th edition

•  Matters between Federal Government and Provincial Government.

•  Matters relating to Inter-Provincial Coordination Department.

•  Matters relating to Inter-Provincial Conferences.

•  Matters relating to Council of Common Interest.

•  Matters relating to National Security Council.

•  Provincial Monitoring Cell & Provincial Cell.

•  National Internship Programme.

•  President's directives.

•  Prime Minister's directives.

4. In a meeting held on 20.08.2007 under the chairmanship of Chief Secretary, NWFP, the function of the Department. Creation of posts and other requirements for the establishment of newly Inter Provincial coordination Department were discussed in detail and taken decisions on various aspects. It was also decided that the Department will be accommodated in a rented building for the time dbeing till the completion of under construction block in the Civil Secretariat premises.
