The Socio-Economic
growth of a society and an area directly hinges upon the
managerial skills and organizational capacity, needed
for stimulating economic and social development. There
are several factors that have direct bearing on organizational
behaviors and managerial efficiency. Training is the most
deciding variable towards improving administrative skills
and organizational capacity. Establishment and Administration
Department, not having a proper training wing to look
after the training needs of the supporting staff working
in the Civil Secretariat, seriously felt that due to a
lack of training facility, the managerial efficiency and
output quality in the offices is being deteriorating day
by day.
